US Delays CVD Ruling on Stainless Steel Pipe Imports from India

The US Department of Commerce has postponed its preliminary determination in the countervailing duty (CVD) investigation into welded stainless steel line and pressure pipe from India and Türkiye, extending the deadline from October 8 to December 14, 2026. The postponement took effect on September 21.

The investigation is examining whether producers and exporters of the stainless steel pipes in India and Türkiye received government subsidies that could be offset through additional US import duties. The delay followed requests submitted on September 10 by three US petitioners: Bristol Pipe and Tube Inc., Felker Brothers Corporation and Primus Pipe and Tube, citing the complexity of the alleged subsidy programmes and the fact that respondents had not yet submitted responses to Commerce’s initial questionnaires.

Commerce determined that the requests met the applicable requirements and granted the extension. The additional time will allow the department to review questionnaire responses, examine the alleged subsidy programmes and calculate any preliminary subsidy rates.

For the stainless steel industry, the postponement extends the period of uncertainty for Indian and Turkish producers and exporters supplying the US market. However, the delay itself does not constitute a finding against Indian producers. The preliminary determination will establish whether Commerce initially finds countervailable subsidies and, if so, the estimated subsidy rates.

The investigation will involve both the Commerce Department and the US International Trade Commission. A permanent CVD order would require affirmative final findings under the US process.

The industry will now await the December 14, 2026 preliminary determination, which will provide the next indication of how the investigation could affect stainless steel pipe imports from India and Türkiye into the US.
